Carlsbad will hand you free ADU plans. Here is what North County owners should do with that.

The short version: Carlsbad’s Permit Ready ADU Program offers free pre-approved plans in three architectural styles, which the city says saves three to six months of design time and roughly $8,000 to $16,000 in architectural fees. Oceanside waives every development impact fee it controls for ADUs. Vista allows a detached ADU up to 1,200 square feet with side and rear setbacks as small as 4 feet. If you own a lot in North County, the math on adding a unit has rarely been this favorable.

Carlsbad: the free-plans city

The Permit Ready Program’s pre-approved plans have already cleared the city’s review. You pick a style, adapt it to your lot, and skip the from-scratch architecture phase entirely; that is where the city’s own three-to-six-month and $8,000-to-$16,000 savings estimates come from (City of Carlsbad, Permit Ready ADU Program).

Oceanside: the fee-waiver city

Development impact fees, the several-thousand-dollar line items that surprise most first-time ADU builders, are waived for accessory dwelling units where the city controls them (City of Oceanside ADU page).

Vista: the room-to-build city

Vista Municipal Code Chapter 18.31 allows a detached ADU up to 1,200 square feet with side and rear setbacks as small as 4 feet (City of Vista ADU FAQ). On a typical Vista lot, that is a real two-bedroom, not a shed.

The rental math that makes it interesting

Median gross rent is $2,771 in Carlsbad, $2,370 in Oceanside, and $2,305 in Vista (Census ACS 2024). A well-built ADU rents in the neighborhood of these figures depending on size and finish. Against a build cost partially de-risked by free plans or waived fees, North County ADUs are among the strongest rental investments an existing homeowner can make, and you already own the land.

What to do this month if you are considering it

  • Pull your lot’s zoning and setbacks before falling in love with a floor plan.
  • In Carlsbad, start from the Permit Ready catalog, not a blank napkin.
  • Price the build against the rent honestly, including vacancy and management.
  • Decide up front who will manage it; a unit in your backyard is still a tenancy, with everything that entails.
